period for probationer nurses, and probationer midwives. On qualifying a locally trained nurse would become a staff nurse on an eleven year scale. She would then be eligible for promotion by selection either to the grade of nursing sister or to the grade of health sister. Health sisters would have no further avenue of promotion, but nursing sistors would be eligible for promotion to the grade of senior nursing sister as vacancies occur. In this connexion we recommend that the present practice of making a nursing sister a senior nursing sister after she has completed ten years satisfactory service should cease and that promotion should only be made when a vacancy occurs and should then be on merit, We recommend that women radiographers, physiotherapists and x-ray sisters should be on the same scale as senior nursing sisters. We recommend that tutor sisters should also be on the same scule as senior nursing sisters and that they should receive a non-pensionable tutorial allowance of $60 per mensem. We propose two grades of mental nurse, one on the same scale as a nursing sister and the other on the same scale as a staff nurse.

While we are of the opinion that the person in sole charge of evon a small hospital has to shoulder more responsibility than the sister in charge of a floor in a large and up to date hospital, we have experienced some difficulty in assessing salaries for matrons in view of the differences in size, equipment and facilities of the Colony's hospitals. We propose that there should be two grades of matron. A matron grade I would be in charge of the Queen Mary Hospital; a matron grade II would be in charge of a hospital such as the Kowloon Hospital. For those in charge of smaller hospitals we recommend the pay of the rank plus a non-pensionable matron's allowance of $80 per month. We recommend that the grade of assistant matron should be abolished.

We recommend that there should be three grades of almoners. Candidates with a university degree and a diploma in social science should be appointed as assistant almoners on the commencing part of the scale for assistant mistresses in the Education Department. After reaching $6480 per annum assistant almoners should be eligible for promotion to the grade of almoner as vacancies occur. Above the grade of almoner we propose a grade of principal almoner, the salary of which post would run from 10320 per annum to the maximum of the scale for mistresses.

We propose the same salary during probation for dres sers and other medical technicians as for nurses, but after satisfactory completion of their training we recommend that staff dressers should be on the scale

3300 per annum to $5400 per annum. We recommend that male staff dispensers and staff radiographic assistants 'should receive the same scales as staff dressers, but that female staff dispensers should receive the some rates of pay as staff nurses, For female staff radiographic assistants and for staff masseuses we propose $3000 per annum to $4800 per annum. For senior charge dispensers and dressers we propose $6600 per annum to 38640 per annum.

We propose that there should in future be two grades of health inspector and that health inspectors grade II should be selected as the result of a competitive examination from local candidates who have previously obtained the Hong Kong School Leaving Certificate or its
